When you power the phone back on, some of your live tiles won’t update. This can happen when your phone freezes either because of the OS or an app locks the whole phone. In my experience, the thing that seems to always cause the tiles to stop updating is when I have to do a forceful reboot where I have to hold in the Volume Down and Power buttons to force a reboot. Keep in mind, there’s also mass confirmation that there’s an issue with the 7.8 update, so these fixes may not help that at all. These fixes mainly apply to Windows Phone 8, but might work with 7.x.

(It might take a while for the reset to finish.If you’re a Windows Phone user, you might have run into an issue where some, or all, of your live tiles seem to get stuck and stop updating. Your phone should now reset and restart itself. Once the exclamation mark appears, press the following four buttons in this order: Volume up, Volume down, Power, Volume down. When you feel the vibration, release the buttons, and then immediately press and hold the Volume down button until you see a large exclamation mark. Press and hold the Volume down and Power buttons at the same time until you feel a vibration (about 10 to 15 seconds). On Lumia phones (and some others), use the following procedure to reset your phone. If your phone is unresponsive and you can't reach Settings, you may be able to reset your phone using the hardware buttons. It might take a little while for the process to complete.

If you're absolutely sure you want to restore your phone to its factory settings, select Yes, and then select Yes again. Select System > About > Reset your phone. On Start, swipe over to the All apps list, then select Settings.

Resetting your phone will erase all content stored on your phone, including apps and games (along with app data and game progress), text messages, call history, music, photos, and more.
